<p>Nedra has overseen Boston University’s Compliance Services Office since 2016. The Compliance Services Office (CSO) is a resource for the entire Boston University community that works with compliance partners across the institution to clarify obligations, coordinate compliance activities, support training and other educational efforts, investigate compliance concerns and identify, assess and mitigate risks. In her role, Nedra provides leadership and guidance in support of the University’s compliance efforts. As AVP for Compliance Services, Nedra is responsible for carrying out all of the office’s responsibilities as described above on this webpage, including CSO’s core functions of Hotline facilitation, conflict of interest oversight, and management of the Policies website. CSO reports up to the General Counsel and the Board of Trustees Audit Committee.</p><p>Prior to BU, Nedra facilitated compliance efforts for the State University of New York (SUNY) System Administration, where she served as the Director of Compliance and Ethics. Nedra’s duties at SUNY were to establish, coordinate, and maintain a University-wide Compliance function to serve the SUNY system of campuses, act as a central resource for individual campus compliance efforts, maintain the system-wide policy website, and help with training efforts. Nedra also served as the System-wide Ethics Officer and System-wide Records Management Officer. Prior to SUNY, Nedra worked for over seven years in higher education administration at the University of Connecticut School of Law. <p><strong>Scott Bearby</strong> serves as senior vice president and general counsel for the National Collegiate Athletic Association (NCAA). He has been general counsel since January 2013 after serving in various legal positions at the national headquarters. He joined the NCAA Office of Legal Affairs in 1999. As general counsel, Scott has day-to-day management of the NCAA Office of Legal Affairs and its staff. The department handles legal responsibilities for the national association, supporting its governance and sport committees, 90 championships, and its national office staff assisting the membership and student-athletes. The Office of Legal Affairs also manages litigation involving the national association. Scott also oversees the Office of Government Relations and the NCAA Hearing Operations function.</p><p> </p><p>Prior to becoming senior vice president and general counsel, Scott spent much of his career at the NCAA focusing on media, intellectual property, and championship matters. He was lead NCAA inside counsel for all of the NCAA's television, digital and other multi-media agreements for the Division I Men's Basketball Championship and other NCAA championships since 1999. </p><p> </p><p>Bearby was a subcommittee chair with the 2012 Indianapolis Super Bowl Host Committee and has been active with the Indianapolis Sports and Entertainment Bar Association. He was an adjunct professor at Indiana University's McKinney School of Law (Indianapolis) for eight years.</p><p> </p><p>Bearby graduated in 1988 from the University of Notre Dame with a B.A. in government, and received his J.D. from the Indiana University Maurer School of Law (Bloomington) in 1992. <p>Anne E. Bilder was recently appointed General Counsel for the University of Northern Iowa. Prior to that, she served as Senior University Legal Counsel in the University of Wisconsin-Madison Office of Legal Affairs (OLA). Her principal practice areas included employment law, student affairs, legal issues related to campus programs for children and youth, Title IX, privacy and cybersecurity, and diversity issues. Before joining OLA, Anne was Senior System Legal Counsel in the Office of General Counsel for the University of Wisconsin System where she was an attorney since 1998. Anne is a graduate of Carleton College and the University of Wisconsin Law School, where she was a member of Law Review. <p>Jessie Brown serves as senior vice president and chief of staff at the American Council on Education (ACE), where she leads strategic initiatives across the Council. She oversees the Office of the President, as well as the departments of Membership, Public Affairs, and Communications and Marketing.</p><p>Brown joined ACE from the National Association of College and University Attorneys, where she served as deputy chief executive officer and executive director of legal resources. In that role, she led much of NACUA's programming and practice work, including developing a suite of programs to assist campuses responding to the COVID-19 pandemic.</p><p>Prior to NACUA, Brown served as the national senior director of legal affairs at Year Up, Inc., a national workforce development organization focused on supporting young adults in reaching their career and higher education potential by providing intensive skills training and experiential learning.</p><p>Brown served as senior counsel in the Office for Civil Rights at the U.S. Department of Education in the Obama Administration from 2015–17, during which time she worked on a wide range of equity and anti-discrimination initiatives.?Brown also previously spent several years at ACE, serving as associate general counsel from 2009–15. <p><strong>Dan Cohen</strong>, one of the nation’s top Title IX and college athletics attorneys, leads the Higher Education and College Athletics teams at Nelson Mullins from its Atlanta office. He has been working with universities across the country on Title IX matters for over 20 years. Focusing on Title IX gender equity, athletics legal strategic planning, NIL, and sexual misconduct matters, Dan advises clients in every Power Five conference, as well as university athletics departments across 30 states and Washington, D.C. As part of his Title IX practice, Dan provides Title IX audits and compliance reviews to improve schools’ legal compliance. <p>Associate Vice President <strong>Marjory Fisher</strong> is Columbia University's Title IX Coordinator, responsible for monitoring the university's policies and procedures for resolving sexual and gender-based misconduct, harassment, and other complaints under Title IX, the federal law that prohibits sex discrimination in federally-funded educational institutions. In addition, Ms. Fisher provides guidance on investigations, oversees Deputy Title IX Coordinators at the University, and is responsible for training University staff and others on Title IX issues.</p><p>Ms. Fisher brings extensive legal and investigative experience to her post. She joined Columbia from T&M Protection Resources, where she served as Senior Managing Director of the Sexual Misconduct Consulting & Investigations Division. Ms. Fisher was formerly Bureau Chief of the Special Victims Bureau in the Queens District Attorney's Office for 22 years, and prior to that served for eight years as Assistant District Attorney in the Sex Crimes Bureau and supervising Trial Attorney in the Homicide Bureau of the Kings County (Brooklyn) District Attorney's Office. </p><p>In her capacity at T&M, Ms. Fisher conducted sensitive investigations into allegations of sexual misconduct as well as provided Title IX trainings for investigators, adjudicators, faculty, administrators, staff and students at a wide range of colleges, universities and K-12 private and public schools. In 1988 she attended graduate school at Macquarie University in Australia as a Rotary International Ambassadorial Scholar.</p><p>Payne served as university counsel for UNC Pembroke from January 2002 until moving to ECU. <p><strong>Gina Maisto Smith</strong>, Chair of Cozen O'Connor's Institutional Response Group, focuses her practice on the institutional response to sexual and gender-based harassment and violence, child abuse, and other forms of harassment, discrimination, and criminal conduct. Gina provides consulting, counseling, and legal advice on all aspects of the institutional response to misconduct. She assists institutions in designing effective institutional responses that integrate the complex federal and state regulatory framework with the unique dynamics of trauma and the impacts of interpersonal violence on individuals and communities. Gina regularly advises educational and child-serving institutions including public and private K-12 schools and colleges and universities about policies, changes in the law, and investigations into allegations of child abuse and sexual misconduct, including sexual violence. She regularly conducts policy audits and assists in the development of policy and the design and implementation of internal operating procedures. <p><strong>Jennifer (Jenn) Papillo</strong>, joined the UVM Office of General Counsel in August 2010, and currently serves as Associate General Counsel with primary responsibility for issues related to student and academic affairs, campus safety, privacy, and regulatory affairs. Jenn holds a BA from Elon University, JD from Stetson University College of Law, and LL.M. in taxation from Georgetown University Law Center, with a focus on tax-exempt organizations. Her practice is dynamic, and her approach is one of collaboration and proactive problem solving.</p><p>Jenn is an active member of NACUA, having chaired the student affairs and athletics sub-committee for the Annual Conference on multiple occasions, a member of the UVM Legal Issues Conference Board of Directors, and three-time contributor to the SUNY Title IX Joint Guidance Initiative. Jenn is a frequent speaker at the regional and national level on issues related to student conduct, managing distressed and disruptive students, campus unrest, civil rights, regulatory compliance, and tax-exempt organizations. Her work at UCLA included chairing appeals for student sexual misconduct matters, and serving as the Interim Title IX Coordinator. She attended Yale College and Harvard Law School, and started her legal career with a clerkship in the United States District Court for the Eastern District of Louisiana and then for the Unites States Court of Appeals for the Ninth Circuit. She has been a local and national speaker on free speech, disability, Title IX, Title VI, state ethics rules, legal ethics/ professional responsibility, artificial intelligence, and more. Amanda also represents universities in Title IX matters, including Title IX litigation, and she handles ERISA litigation matters, including life, health, disability, and pension benefits.</span></div>

<div align=justify><b><span style="font-family:'Arial';font-size:11.00pt;">Matt Shabat</span></b><span style="font-family:'Arial';font-size:11.00pt;"> is a cybersecurity and risk management professional with 20 years of experience in the public and private sectors. He is the Chief Risk Officer for Native American Industrial Solutions LLC and previously served as the U.S. Strategy Manager for a cybersecurity software company where, among other duties, he provided guidance on cyber threat information sharing, designed a forensics workbench around the company's software, and provided other technical and strategic support. He served for nearly 10 years in the U.S. Department of Homeland Security's former Office of Cybersecurity & Communications, most recently as a cybersecurity strategist and as the Director of Performance Management. While at DHS, Matt led DHS and interagency implementation of the Cybersecurity Information Sharing Act, supported maturation of cyber risk management practices and the cyber insurance marketplace, oversaw development of an operationally relevant approach to measuring the costs of cybersecurity, contributed performance goals to the NIST Cybersecurity Framework, led strategic planning, and developed program performance metrics. Before DHS, Matt was a Research Fellow with the Institute for National Strategic Studies at the National Defense University. Prior to that, he practiced securities, mergers and acquisitions, and general corporate law at Mayer Brown LLP in Chicago.</span></div>

Prior to joining FAMU, she was Vice President for Legal Affairs & General Counsel at Dillard University, New Orleans, LA. She was the inaugural General Counsel of Palm Beach State College, Lake Worth, FL. She also served as General Counsel to the District Board of Trustees and General Counsel to the college's foundation, a 501(c)3 fundraising arm. Denise has an extensive and varied legal career with private law firms and public agencies. Prior to joining the college, she served as Assistant City Attorney, City of Miami, Assistant Attorney General, Illinois, Sr. Assistant Attorney General, Florida, and Assistant School Board Attorney, Miami-Dade County Public Schools. While in Illinois, Denise represented state colleges and universities in labor and employment matters. She has presented workshops at regional educational conferences on First Amendment, student code of conduct and diversity issues. Denise is a skilled "train the trainer" in the areas of diversity leadership, conflict resolution and gender equity. <p>In May of 2022, The City University of New York (CUNY) Chancellor Felix V. Matos Rodríguez nominated Richard White to be General Counsel for CUNY Macaulay Honors College, as well as the Craig Newmark Graduate School of Journalism, the CUNY School of Labor and Urban Studies and Guttman Community College. That nomination was accepted unanimously by the Board of Trustees.</p><p>In 2019, City University of New York (CUNY) the Chancellor nominated Richard R. White as CUNY’s first ever Vice Chancellor for Compliance and Audit overseeing 25 institutions: 11 senior colleges, seven community colleges, serving more than 275,000 degree-seeking students. That nomination was accepted unanimously by the Board of Trustees.</p><p>In 2017, New York State Governor Andrew Cuomo appointed Mr. White Deputy Secretary for Homeland Security, where he managed the Governor’s major public safety and homeland security priorities. Previously, Vice Chancellor White led the Governor’s Tenant Protection Unit, a statewide unit enforcing landlord obligations to tenants and imposes strict penalties for failure to comply with NY's laws. </p><p>Mr. White was served as of Counsel to Cyruli Shanks LLP, as Deputy Commissioner for Investigation, Trials & Litigation at the NYC Dept. of Correction and Deputy Commissioner of Operations at the NYC Dept. of Probation, and was a Senior Trial Attorney for the late Robert M. Morgenthau in the Manhattan DA’s Office.</p><p>Mr. White received a B.A. in Economics from Franklin & Marshall College, his law degree is from Delaware Law School. Additionally, he was an Executive Education Graduate at Harvard University’s John F. Kennedy School of Government and was a recipient of Harvard Law School’s Program on Negotiation for Sr. Executives.</p><p>Mr. White is admitted to practice in NY, NJ, DC, the Courts of the Southern and Eastern Districts of NY, U.S. District Court for NJ and before the United States Supreme Court.</p><p> </p>

<p>Paul Zigas leads the Office of University Counsel as general counsel and is vice chancellor for legal affairs at East Carolina University.<br />He has worked in the Office of University Counsel since 2004, when he joined ECU as an assistant university attorney. He also served as interim university attorney in 2007-2008 and has served as senior associate university attorney since 2010. Zigas received bachelor’s degrees in biochemistry and history from N.C. State University in 1998 and his Juris Doctor degree from the UNC School of Law in 2002. He also earned a master of toxicology degree at N.C. State in 2003. </p>
